The commitment period for reducing greenhouse gas (GHG) emissions under the Kyoto Protocol started in 2008. Japan has an obligation to reduce GHG emissions by 6% from the base year 1990 level. However, it is difficult for Japan to achieve such significant reductions solely through domestic emission reduction efforts, as it already boasts advanced energy conservation technologies. For this reason, it is worthwhile for Japan to set its sights on achieving this target by participating in emission reduction projects in developing countries and transition economies, and in carbon trading.
