On November 2017, JBIC's representative office in Hanoi, Vietnam received, from local residents of the country, requests for objection to the Hai Phong Thermal Power Project and Hai Phong 2 Thermal Power Project (the "Projects"), concerning the "JBIC Guidelines for Confirmation of Environmental and Social Consideration" (the "Environmental Guidelines"). However, after receiving these written requests for objection by courier, the representative office failed to deliver them to JBIC's Examiners for Environmental Guidelines, who verify if the Projects are being implemented in compliance with the Environmental Guidelines, as it was not recognized in the office that the received documents were requests for objection concerning the Environmental Guidelines. As a result of this, the necessary procedures that are supposed to be performed after receiving objection requests by the Examiners for Environmental Guidelines were not taken.*1
This handling error in objection procedures was due to the lack of a full understanding of the details of the objection requests written in the local language. We would like to offer our sincere apologies to our stakeholders for our failure to process those requests in a timely manner.
In light of this error in objection handling procedures, we will make our best efforts to prevent a recurrence of such a case through thoroughly examining the documents we receive at our offices, including overseas representative offices.
