In Response to Error in Handling Procedures for Requests for Objection concerning JBIC Environmental Guidelines

JBIC has confirmed the facts and considered measures to address the error in handling procedures for requests for objection concerning the "JBIC Guidelines for Confirmation of Environmental and Social Considerations" (the "Environmental Guidelines"), announced in June 2018*1. An overview of the case and measures to prevent a recurrence are described below. We will make our earnest efforts to prevent a recurrence of such a case.

1. Overview of the Case

  • On November 29, 2017, JBIC's representative office in Hanoi, Vietnam received, from local residents of the country, requests for objection to the Hai Phong Thermal Power Project and Hai Phong 2 Thermal Power Project. The requests for objection were based on the "Summary of Procedures to Submit Objections concerning JBIC Guidelines for Confirmation of Environmental and Social Considerations and Guidelines for Confirmation of Information Disclosure Considerations for Nuclear Sector Projects" (the "Summary of Procedures to Submit Objections").
  • The representative office, however, did not recognize the documents as requests for objection sent to JBIC's Examiners for Environmental Guidelines (the "Examiners") and failed to deliver them to the Examiners. This was due to the lack of a full understanding of procedures to submit objections and the lack of full attention to the details of received documents.
  • As a result, the receipt of objection requests and subsequent procedures by the Examiners based on the Summary of Procedures to Submit Objections were delayed.

2. Measures to Prevent a Recurrence

As listed below, JBIC has been implementing a series of measures to prevent a recurrence.

For all representative offices
  • Announcement of awareness-raising messages based on the case
  • Thorough establishment of procedures to examine the documents on receipt
  • Thorough familiarization with the procedures to submit objections to the Examiners
  • Clarification of workflow in receiving documents and thorough familiarization of the workflow through training sessions.
For all departments responsible for lending or investment operations or environmental analysis
  • Announcement of awareness-raising messages based on the case
  • Thorough familiarization with the procedures to submit objections to the Examiners
  • Clarification of workflow in receiving documents and thorough familiarization of the workflow through training sessions.
