

The Japan Bank for International Cooperation (JBIC) held the eighth annual policy dialogue meeting with the Government of Mexico in Mexico City on February 18, 2020.
This annual policy dialogue meeting was based on the framework agreed upon in the Memorandum of Understanding (MOU)*1 signed on February 22, 2011, with the Ministry of Finance and Public Credit of Mexico (SHCP).
The attendees from JBIC were MAEDA Tadashi (Governor), KUROISHI Kuninori (Senior Managing Director), TANIMOTO Masayuki (Managing Executive Officer, Global Head of Infrastructure and Environment Finance Group), INABA Yutaka (Resident Executive Officer, Regional Head for the Americas) and USHIDA Susumu (Executive Officer for Osaka), among others. From Mexico, senior government officials including Dr. Arturo Herrera (Minister of Finance) and Dr. Graciela Marquez (Minister of Economy) were in attendance. During the meeting, participants discussed cooperation in the fields of infrastructure, promotion of Japanese investment in Mexico and energy.
Officials from the Government of Mexico explained the concept of the national infrastructure plan of Mexico, details of the United States-Mexico-Canada Agreement (USMCA) which was revised and agreed by all three countries at the end of last year, as well as the investment plans of Mexico's state-owned power company CFE and its state-owned petroleum company PEMEX. Furthermore, the Government of Mexico and JBIC discussed potential areas where they could strengthen cooperation in the future.
During the meeting, JBIC and the Government of Mexico affirmed the following points: i) the importance of sharing information with private-sector firms on the operational details of the USMCA, ii) the high potential of cooperation to diversify industries in Mexico, including those for aerospace and digitalization and iii) cooperation with other countries for infrastructure development in the southern part of Mexico and the northern area of Central America.
JBIC will continue to hold dialogues with the Government of Mexico and their agencies regarding the development and promotion of projects that are expected to increase new business opportunities for Japanese companies, while contributing to developing industry in Mexico based on the information and knowledge gained through the annual policy dialogue meetings.
