The Japan Bank for International Cooperation (JBIC; Governor: HAYASHI Nobumitsu) today announced its business results for FY2025 as outlined below. Details of the business results by region and financial instrument as well as changes in the results over the last five years are shown in the appendices attached to this press release.
Ⅰ. Loans, Equity Investments, and Guarantees
- In FY2025, JBIC made financial commitments totaling approximately JPY2, 752.1 billion in loans, equity investments, and guarantees, an increase of 83% from the previous year.
- Outstanding loans and equity investments totaled approximately JPY16,121.4 billion, and outstanding guarantees were approximately JPY1,453.3 billion as of March 31, 2026, with the total outstanding amount for those financial instruments reaching approximately JPY17,574.8 billion.
Ⅱ.Major Business Activities in FY2025
1.Support for Realizing a Sustainable Future
JBIC contributes toward realizing a sustainable future, by achieving carbon neutrality, a global common challenge, and by addressing social issues faced by host countries, in cooperation with various stakeholders.
- Low-Carbon Ammonia: Loan for Low-Carbon Ammonia Production and Sales Business in United States (JBIC Loan Amount: approximately USD626 million)
The market for low-carbon ammonia, which reduces CO2 emissions during production, is still in its early stages. The loan will encourage Japanese companies to make the large-scale, long-term investments necessary to build a low-carbon ammonia supply chain. - Renewable Energy: Project Financing for Two Solar Power Generation and Storage Projects in Uzbekistan (JBIC Loan Amount: approximately USD635 million)
The loans will financially support renewable energy projects that Japanese companies have invested in and will be involved in the operation and management over the long term. This support will contribute toward decarbonization efforts by Japanese companies and Uzbekistan, as well as toward maintaining and improving the international competitiveness of Japanese industry. In addition, Central Asia is gaining geopolitical importance, and these projects are significant in supporting decarbonization through Japan’s public–private collaboration and in deepening economic relations. - Transition Energy (Related to Natural Gas and LNG): Project Financing for Natural Gas-Fired Power Generation and Desalination Project in Qatar (JBIC Loan Amount: approximately USD990 million)
The Qatari government aims to achieve a gradual energy transition by increasing the share of renewable energy generation, while continuing to utilize highly efficient and cost-effective natural gas-fired power plants. The loan aligns with the policy objectives of the government.
- Guarantee for Privately Placed Samurai Bonds (Sustainability Bonds) Issued by Government of Côte d'Ivoire (Guarantee for a JPY50 billion privately placed bond issue)
The guarantee for the issuance of the Sustainability Bonds will contribute toward the resolution of social issues of Côte d’Ivoire. - Loan for Pig Farming System and Equipment Manufacturing and Sales Business in Ukraine by Japanese Company (JBIC Loan Amount: JPY10 million)
The Ukrainian government aims to restore its livestock industry, which has been affected by the war with Russia. The loan will support the project that aligns with the policy objectives of the government. - Loan for 3D-Printed Prosthetics Manufacturing and Sales Business in Nigeria by Japanese Company (JBIC Loan Amount: JPY10 million)
The loan will contribute to addressing the shortage of prosthetic legs in Nigeria, one of the African countries where medical devices and equipment are not yet widely available. - Loan for Small-Scale, Decentralized Water Regeneration Systems Manufacturing and Sales Business in Antigua and Barbuda by Japanese company (JBIC Loan Amount: JPY84 million)
The loan will contribute to the development of water infrastructure in Antigua and Barbuda, where chronic water shortages remain a challenge due to the country's characteristics as an island nation.
2.Strengthening Resilience of Japanese Industry and Supporting Creative Innovation
JBIC supports the resilience and creative transformation of Japanese industry. To this end, it is working to ensure economic security through initiatives such as enhancing energy security and restructuring supply chains. It also promotes innovative technologies and new businesses, including start-ups, and supports the overseas expansion of mid-tier enterprises (MTEs) and small and medium-sized enterprises (SMEs).
- Securement of Energy Security
- Loans for Acquisition of U.S. Natural Gas Developers by Japanese Company (JBIC Loan Amount: approximately USD1,560 million)
The loans are an important initiative for Japan’s energy security and contribute toward securing the long-term stable supply of LNG, which is an important energy resource for Japan, and diversifying LNG supply sources. - Loan for Abu Dhabi National Oil Company (ADNOC) of UAE (JBIC Loan Amount: USD1.8 billion)
The loan, the seventh financing provided to ADNOC, will contribute to the long-term stable supply of LNG, an important energy resource for Japan, and the diversification of procurement sources. It is also expected to help strengthen relations with the UAE and Abu Dhabi, which play a significant role in Japan’s resource and energy policy.
- Loans for Acquisition of U.S. Natural Gas Developers by Japanese Company (JBIC Loan Amount: approximately USD1,560 million)
- Support for Overseas M&A activities of Japanese Companies
- Loan to Japanese Steel Producer in Connection with Its Partnership with US Company (JBIC Loan Amount: USD3,700 million)
The loan will contribute toward maintaining and strengthening the international competitiveness of the Japanese steel industry. It is also expected to help strengthen the resilience of the steel supply chain as steel is a core industry underpinning the competitiveness of a wide range of sectors.
- Loan to Japanese Steel Producer in Connection with Its Partnership with US Company (JBIC Loan Amount: USD3,700 million)
- Enhancement of Supply Chain Resilience
- Resources (Metals): Loan to Australian Company Engaged in Lihitum Exploration and Development (JBIC Loan Amount: USD240 million)
The loan is provided to an eligible foreign company*1 that supports supply chains of Japanese companies. By supporting the lithium production of an Australian company, the loan will help diversify lithium procurement sources for the companies, thereby contributing toward the stable supply of important resources for Japan and enhancing the resilience of the country’s lithium supply chain. - Power Networks and Lithium-Ion Batteries:
- Loan to Japanese Company's Subsidiary in Türkiye for Transfer and Expansion of Transformer Manufacturing Plant (JBIC Loan Amount: USD18 million)
The loan will support the expansion of a Japanese company’s production capacity for transformers, which are indispensable for building power grids, thereby contributing toward maintaining and improving the international competitiveness of the Japanese power infrastructure industry. It also aligns with the Japanese government’s policy of promoting the development of power networks across the globe. - Loan for Manufacturing and Sales Business of Organic Solvent for Lithium-Ion Batteries by Japanese Company's Subsidiary in U.S. (JBIC Loan Amount: USD240 million)
Lithium-ion batteries for vehicles produced in the United States currently rely entirely on imports of organic solvents such as dimethyl carbonate (DMC) and ethyl methyl carbonate (EMC) from outside the country. Against this backdrop, a Japanese company plans to become the first producer of DMC and EMC in the United States. The loan will support the company’s overseas business expansion and contribute toward maintaining and strengthening its international competitiveness, thereby enhancing the supply chain resilience of Japan’s automotive and chemical industries.
- Loan to Japanese Company's Subsidiary in Türkiye for Transfer and Expansion of Transformer Manufacturing Plant (JBIC Loan Amount: USD18 million)

- Startup Investments
JBIC established a startup investment strategy*2 in October 2024 to strengthen support for startups. In FY2025, it has made equity investments in the following four Japanese startups: - Next-Generation Energy: Loan for Construction and Operation of Demonstration Fusion Fuel Cycle Facility in Canada by Japanese Company (JBIC Loan Amount: CAD10 million)
Fusion energy is attracting attention as a next-generation energy source capable of addressing both energy supply and environmental challenges. The loan will contribute to establishing global standards for fusion-related technologies and creating fusion energy markets around the world.
- In FY2025, JBIC made a total of 97 financial commitments, amounting to approximately JPY18.6 billion in loans, equity investments, and guarantees to support overseas business expansion of Japanese MTEs and SMEs.
- Example of Individual Projects: Loan for Molybdenum and Vanadium Recovery Business from Spent Desulfurization Catalysts in Malaysia by Japanese Company (JBIC Loan Amount: JPY3 billion)
The loan will contribute to the development of a circular economy in Malaysia and to global environmental conservation by supporting the overseas business expansion of Japanese MTEs and SMEs.
3.Providing Unique Solutions by Strategically Functioning as International Financial Institution
JBIC supports the implementation of Japan’s foreign economic policies by leveraging its unique solutions, including risk-taking functions such as multilateral cooperation and the Special Operations.
- Africa: Strengthening Partnerships on the Occasion of TICAD 9
- Example of Initiatives: Loan for Liquefied Petroleum Gas (LPG) Business in Sub-Saharan Africa (JBIC Loan Amount: USD14 million)
Sub-Saharan African countries face major challenges, including deforestation caused by the production of firewood and charcoal for household use, as well as rising greenhouse gas emission. The loan will contribute to the sustainable development of the countries by facilitating the transition from charcoal and other traditional fuels to LPG.
- Example of Initiatives: Loan for Liquefied Petroleum Gas (LPG) Business in Sub-Saharan Africa (JBIC Loan Amount: USD14 million)
- India: Project Formation with a Focus on Addressing Policy Issues
- Example of Initiatives: Loan for Biofuel Manufacturing and Power Generation Business Through Government Financial Institution in India (JBIC Loan Amount: JPY36 billion)
India, the world's third largest emitter of CO2, has an urgent need to address climate change. The loan will contribute to India's initiatives for preserving the global environment by supporting the manufacture and sales of bamboo-derived bioethanol, which has a lower environmental impact. It will also help raise income levels among workers in the primary sector in Northeastern India through the industrial use of bamboo, a regional specialty of the region.

- Initiatives to Promote Asia Zero Emission Community (AZEC)
- Example of Initiatives: JBIC Signs Two Loan Agreements with Japanese Company Based on Investment Credit Line to Support Energy Conservation Intiatives in Thailand (JBIC Loan Amount: up to USD98,171)
Under the AZEC, which is led by the government of Japan and aims to pursue carbon neutrality and economic growth tailored to the circumstances of each country, the AZEC-Smart and Advanced Value-chain for Environment (AZEC-SAVE) platform was launched in Thailand on April 29, 2025. The loans represent the first case financed by JBIC under the AZEC-SAVE platform. - Example of Initiatives: Project Financing for FSRU Operation by Japanese Company in Singapore (JBIC Loan Amount: approximately USD189 million)
The loan will support the introduction of the first FSRU in Singapore, helping expand the country’s LNG import capacity and enhance its energy security.
- Example of Initiatives: JBIC Signs Two Loan Agreements with Japanese Company Based on Investment Credit Line to Support Energy Conservation Intiatives in Thailand (JBIC Loan Amount: up to USD98,171)
- Support for Ukraine and Its Neighboring Countries
- Example of Initiatives: Partial Acquisition of Privately Placed Samurai Bonds Issued by Government Financial Institution in Poland (Total Issuance Amount: JPY47.3 billion)
The Samurai bonds are intended to contribute to the Aid Fund, which was established by a Polish policy‑based financial institution to raise and channel funds for humanitarian assistance, including medical care, education, and housing for refugees from Ukraine, thereby supporting humanitarian efforts in the country.

4.Establishment and Launch of the Japan Strategic Investment Facility
- JBIC launched its Japan Strategic Investment Facility*3 in October 2025. It seeks to establish resilient and mutually beneficial supply chains for Japan and host countries by supporting the overseas expansion of Japanese companies in strategically important sectors for economic and national security.
- In FY2025, JBIC made a total of 84 financial commitments under the Japan Strategic Investment Facility, amounting to approximately JPY1,849.8 billion in loans and guarantees.
