JBIC Guidelines for Confirmation of Environmental and Social Considerations

JBIC has established and made public the "Japan Bank for International Cooperation Guidelines for Confirmation of Environmental and Social Considerations" (the Guidelines). The current version of the Guidelines was established in May 2022 and came into effect as of July 2022 by revising the Guidelines which had been established in January 2015 and came into effect in April 2015 (the "previous Guidelines").

Ensuring Transparent and Open Process

In revising the previous Guidelines, JBIC took care to ensure procedural transparency by holding 10 consultation forums from February 2021 to February 2022. On these forums, the participants, including opinion leaders, representatives from NGOs, industry and government departments and agencies, discussed and exchanged views on a range of issues. Then public comments were invited on the draft revised Guidelines and the final revised Guidelines were completed in May 2022.

Implementation

The current Guidelines are applied to the projects for which substantive loan requests are made after July 1 2022. The previous Guidelines are applied to the projects for which substantive loan requests are made prior to June 30, 2022 (but after April 2015).
